According to actual demand, the District Office will delimit at least one neighborhood as a community. With over 30 inhabitants to group a community development institute by the rule of Community Development Fundamental and Civil group's Law to motivate the community social welfare.

Develop and strengthen the cooperatives, popularize cooperative affairs. A cooperative is grouped by the economic weakness based on mutual relation and need. People can ask for a cooperative for production, transportation and sale, supply, utilization, labors, consume and public use according to their demand.
